Why Amazon Compliance Matters
Amazon is not just a sales channel, it is an active compliance enforcement environment. Amazon UK is legally considered an Online Marketplace under the UK Product Safety and Metrology etc. (Amendment etc.) (EU Exit) Regulations. This means Amazon takes on specific obligations and, in turn, places compliance demands on its sellers.
Listings can be suspended, ASINs removed, and accounts restricted if your product documentation does not meet the required standard. In many cases, sellers are not even aware their products are non-compliant until the enforcement action arrives.
What Amazon Requires
Amazon’s compliance requirements vary by product category, but the core documents Amazon will request are:
- Declaration of Conformity (DoC) — a signed document stating which regulations your product complies with and the standards used. Must reference UK legislation for Amazon UK sales.
- Test reports — laboratory test reports from an accredited testing body demonstrating the product meets applicable standards. Amazon frequently requires these to be from ISO 17025 accredited labs.
- UKCA or CE marking evidence – confirmation the appropriate conformity mark has been applied and is valid for the market.
- Responsible Person details — for products imported into Great Britain, a UK Responsible Person must be named and contactable. Amazon may request their details.
- Product images of markings and labels — Amazon may require photos showing the UKCA/CE mark and safety labelling on the actual product and packaging.
The UK Responsible Person Requirement
Under UK product safety regulations, products placed on the Great Britain market by a non-UK manufacturer must have a named UK Responsible Person. This person or business takes on legal accountability for the product’s compliance.
Amazon has increasingly required sellers to provide Responsible Person details on their listings and in documentation requests. If you are a UK seller importing products from overseas manufacturers, you may already be acting as the Responsible Person without realising it, and without the documentation to prove it.
Common Reasons Amazon Suspends Listings
- Missing or expired Declaration of Conformity – the most common trigger for compliance holds.
- Test reports from non-accredited laboratories or outdated to an old version of a standard.
- DoC referencing EU Directives rather than UK statutory instruments for Amazon UK sales.
- No UK Responsible Person named on documentation or product listing.
- UKCA mark absent from the product or applied incorrectly.
- Products subject to recall or safety alert in the UK market.
- Misclassification of a product – selling a product under the wrong category to avoid compliance scrutiny.
How to Respond to an Amazon Compliance Request
- Do not ignore the notification – Amazon gives limited response windows. Missing them results in listing suspension.
- Identify the exact documents requested – Amazon’s requests are specific. Supply exactly what is asked, formatted correctly.
- Review your existing DoC – check it references current UK legislation, is signed and dated, and covers the correct product model.
- Obtain accredited test reports – if you do not have them, this needs to be addressed urgently. Report procurement can take weeks.
- Submit through Seller Central – use the compliance case management system and retain all correspondence.
